The Digital DUP, an innovative platform for planning and monitoring operational and strategic activities, has been developed for the Municipality of Terni. The system simplifies three-year planning and enables dynamic management of objectives, integrating different data sources. Through real-time strategic control, the municipality can visualize the progress of activities, improving decision-making and resource allocation. In addition, the platform integrates with accounting systems to optimize cash flow management. Thanks to an updatable dataset of indicators, the Digital DUP facilitates effective and rapid data collection, which is essential for drafting the Single Programming Document and aligning the entity's operational and strategic objectives .

Findings

The adoption of the Digital DUP by the Municipality of Terni has enabled a significant improvement in the management and planning of public resources. The platform has made real-time monitoring possible, enabling managers to quickly identify any discrepancies between planning and execution, and make immediate corrections. The project is currently the most relevant in terms of supporting PA for strategic planning and management control.

According to the Municipality of Terni, the Digital DUP has simplified the daily work of offices, improving the ability to manage and control objectives. The ability to customize dashboards and connect data to different stakeholders has increased overall efficiency, making the process smoother and more transparent.

“Monitoring is the result of a fully computerized process thanks to software that links planning to control. Therefore, the effective contribution in terms of transparency is greater, due to the respect of work schedules and a more punctual approach that facilitates data collection and the transposition of indicators, leaving less room for discretion to managers' self-assessments or the administration's perception in implementing or not implementing its planning inputs. By noting strengths (e.g., timely verification of program progress and the ability to make immediate corrections) and weaknesses (the general complaint about the shortage of available staff), the aim is to achieve better cohesion between administrators and the management structure of the entity.”
