Guidelines for the impact assessment of the home care service of the Umbria Region

The project to co-create guidelines for the evaluation of the social impact of the home care service in Umbria came to life within the capacity building process promoted by the Villa Umbra School of Social Innovation. The assignment, carried out by Open Impact, involved a public and private stakeholder, with the objective of building a framework to assess the impacts of the service, providing the actors involved with tools and skills to measure and manage the impact generated. This process led to the creation of guidelines outlining both the service outcomes and the data governance system.

Methodological approach

The project followed four phases:

1) capacity building by Open Impact, providing expertise on impact assessment;

2) analysis of the home care service to identify outcomes and stakeholders;

3) participatory co-design of the theory of service change;

4) definition of data governance for transparent management.


Findings

The guidelines outline five main outcome macro-areas, each associated with specific stakeholders and data owners:

1) Improvement of beneficiaries' well-being:

  • Stakeholders: service beneficiaries, health and social workers.

  • Data owners: local social and health services, Atlante information system.

This outcome focuses on the improvement of beneficiaries' living conditions in terms of physical, psychological and social well-being.

2) Assistance to the families of the beneficiaries:

  • Stakeholders: family members of beneficiaries, service providers.

  • Data owners: focial services, relatives of beneficiaries.

It measures the impact of the service in reducing stress and improving the well-being of families caring for loved ones at home.

3) Rationalisation of hospitalisation costs:

  • Stakeholders: public administrations, health professionals.

  • Data owners: hospitals, territorial health facilities.

This outcome evaluates the reduction of hospitalisations and hospital stays, resulting in resource savings for the healthcare system.

4) Improvement of working conditions for operators:

  • Stakeholders: health and social workers, service coordinators.

  • Data owners: social and health services, co-operatives.

It focuses on improving working conditions, including reducing turnover and improving the quality of work.

5) Improved participation in the customised project:

  • Stakeholders: beneficiaries, families, health and social workers.

  • Data owners: social services, Atlante information system.

It concerns the active participation of beneficiaries in the definition and management of their care pathway, with a focus on self-determination and personalised care.
