Guidelines for Social and Environmental Impact Assessment

Open Impact developed Guidelines for Social and Environmental Impact Assessment for Tecne, a division of Autostrade per l'Italia. These Guidelines provide a systematic approach for the assessment of infrastructure works, with particular emphasis on large-scale interventions such as the Gronda di Genova and the Passante di Bologna. The objective was to create an operational tool to assess the social and environmental impact of works, both ex ante and ex post, ensuring alignment with international sustainability standards, such as the Envision protocol and the Sustainable Development Goals. The Guidelines propose a framework adaptable to different infrastructure contexts, capable of measuring the economic, environmental and social benefits generated by major projects.

Findings
The Guidelines identified and structured key outcome areas, which include:

Social impact, measured through improved quality of life in affected communities, noise reduction and access to safe infrastructure.
Economic development, with a focus on creating local jobs and supporting the local economy.
Governance and participation, ensuring inclusive and transparent decision-making processes involving local stakeholders and affected communities.
The project made it possible to standardise impact assessment procedures for Tecne, offering a replicable tool in future projects. The Guidelines also facilitated the communication of impacts to different stakeholders, highlighting the role of infrastructure in promoting long-term sustainability.
