Open Impact has supported Elis Innovation Hub in defining the socio-economic impacts of the Open Italy programme in all its editions from 2017 to date. Open Italy is the innovation ecosystem created within the ELIS Consortium, which contains more than 50 of Italy’s most important companies, and aims to foster dialogue and collaboration between large companies, Italian start-ups, SMEs and innovation enablers such as accelerators, research centres, venture capitalists and young talents through concrete innovation projects.

Methodological approach

  • Analysis of existing data collected between 2017 and 2023.

 

  • Stakeholder engagement through surveys and focus groups of key programme beneficiaries.

 

  • Validation of outcome areas and identification of impact priorities by the programme advisory board.

 

  • Development of an Innovation to Impact database and ex-post socio-economic impact assessment of the entire open innovation programme.

Findings

The project provided Elis and all stakeholders with the value generated over seven years from a socio-economic perspective. The evaluation, co-designed with the client and all the beneficiaries, included a first data collection phase and a second assessment phase in which the following findings emerged:

 

  • The programme generates value for the following areas of change: ecosystem and innovation culture, absorptive capacity and knowledge management, open network and value partnership, shared value and sustainable development, scaling and financing model.

 

  • The model shows that the programme achieved most relevant results especially for the co-innovation phase, followed by the discover and sharing phase, scouting and screening, bootcamp, networking and follow-up.

 

This formed the starting point for the programme of the 2023 and 2024 edition with a constructive and impact-driven perspective for the entire ecosystem.
