Tool for Social Impact Assessment in Harm Reduction Interventions

Open Impact collaborated with CNCA (Coordinamento Nazionale Comunità di Accoglienza) to develop a digital tool for assessing the social impact of Harm Reduction interventions. The tool was designed to respond to the challenges of data collection and analysis by providing a platform to monitor the impact of activities carried out in favour of direct beneficiaries, such as people at risk of social exclusion and health vulnerability. The platform makes it possible to collect quantitative and qualitative data on the social impact generated by the interventions and to create reports useful for strategic decisions, planning, advocacy and fundraising, ensuring transparency and accountability. The SROI methodology was integrated to measure the social return of interventions, linking results to Sustainable Development Goals targets.

Findings
The RDD tool made it possible to quantify and visualise the social impact generated by the Harm Reduction interventions, with a net social return of EUR 5.5 million compared to a budget of EUR 2.5 million, resulting in an impact multiplier of 2.23.
The main outcome areas concern:
Health and well-being of recipients, with reduced infections and access to essential services.
Development of safer communities, through the reduction of risky behaviour and urban decay.
Economic efficiency, linked to reduced social costs for PAs.
